Trying to start up a bengal tiger river spa jets and light are working but i m not sure if the heater is working.

Check the label for a six person spa you want at least a 4kw heater element if not 6kw.
Have you checked the circuit breaker to make sure that it isn t tripped if you have power then there is only three things it could be the thermostat plugged supply pipes or your water heater is.
Meaning a 6kw will take less time than a 1 5kw.
Also i can t find any reset switch on the heater.
If you are not able to test the sensors you could try replacing them and then check if the spa will heat.
